BACKGROUND & EXPERIENCE
Councilwoman DeVoris Roscha Ragland-Pierce is a proud 1988 graduate of Leeds High School. She earned a Bachelor of Arts in Mass Communication from Knoxville College in Knoxville, Tennessee, and went on to attend Birmingham School of Law. Committed to public safety and community well-being, she became a licensed Crime Prevention Specialist through The American Crime Prevention Institute in Louisville, Kentucky.
Her continued education includes certifications from the Gulf States Regional Community Policing Institute and Northwestern State University of Louisiana in Community-Oriented Policing. She has also participated in advanced training programs, including "Creating Vigilant, Prepared, and Resilient Communities" offered by Western Oregon University and "Community Doctoring: Crime Prevention Strategies for the 21st Century" at Auburn University at Montgomery.
Councilwoman Ragland-Pierce has over 28 years of proven experience in municipal government, with a strong background in law enforcement and crime prevention. She currently serves as the Leeds City Councilor for District 5 and is Chairperson of the Leeds Police Department. She is a trusted leader known for bridging the gap between law enforcement and the community, guided by a strong moral compass, integrity, and a commitment to accountability.
A dedicated public servant, she also champions education and serves as Chairperson of the Leeds Library Board. Her work in economic development has helped attract major employers and improve local infrastructure, making Leeds a more vibrant place to live and work.
Councilwoman Ragland-Pierce is married to Reuben Pierce, and together they are the proud parents of two daughters and one granddaughter. One of their daughters, Erica Cowan-McCall, is a proud alumna of Leeds High School.
